Policy and Communication Specialist: EU funded projects / …, Amsterdam

We are seeking a top-tier professional who can do more than just write about policy—we need someone who can engage the community around it, bridging the gap between high-level policy development and analysis and active stakeholder engagement.

The ideal candidate is a an expert capable of analyzing complex EU regulations, relate them to research and innovation settings (Horizon Europe, Digital Europe), and translating them into compelling narratives that spark conversations and foster awareness and engagement throughout many diverse communities. You will act as a Policy Expert producing roadmaps and recommendations, as well as a Community Building and Communication Specialists who fosters dialogue between technical experts, policymakers, and the public and translates complex EU-funded project results into clear and engaging narratives for different stakeholders and decision-makers.

Your day-to-day responsibilities will include: 1. Policy Analysis&Strategic Output Policy Research&Analysis : Lead the production of policy agendas, whitepapers, roadmaps, and strategies. Legislative Analysis : Review and evaluate legislation and policies in sectors of interest to determine benefits, drawbacks, and omissions. Impact Assessment : Issue recommendations to improve policies in the ICT and Sustainability sectors, translating technical project results into actionable policy advice.Steering Groups : Technically coordinate policy-related activities, steering groups of experts and relevant stakeholders to build consensus on future regulations.

2. Engagement, Communication&Community Building Stakeholder Engagement : Go beyond simple dissemination by actively engaging with stakeholders. Create and manage feedback loops where community input informs further communication and policy recommendations. Community Building : Build and nurture networks of experts and policymakers around specific project themes. Facilitate online discussions and working groups.Interactive Events : Organize and moderate workshops, webinars, and roundtables that foster active participation and knowledge exchange (not just passive listening). Strategic Communication and Dissemination : Design communication and dissemination

strategies that focus on impact, ensuring the results of the project reach the right decision-makers. Representation : Represent Martel in consortia and international events, delivering high-quality presentations and networking to expand the organization’s sphere of influence.

3. Proposal Writing&Business Development Grant Writing : Lead/Support the preparation of new EU-funded research proposals (Horizon Europe, Digital Europe), specifically taking ownership of the "Impact," "Dissemination," and "Exploitation" sections. Portfolio Growth : Actively engage in business development by finding new ideas and identifying funding opportunities.

Skills and Experience

Essential Technical Skills: EU Ecosystem:

Consolidated knowledge of European research and innovation programs (Horizon Europe, Digital Europe). Engagement Experience:

Proven experience in community building, stakeholder engagement, or public relations within the R&I sector. Policy Expertise:

Proven experience in policy development and analysis with the ability to produce high-level strategic documents. Content Creation:

Excellent written communication skills, with the ability to turn dry technical/policy data into engaging articles, blog posts, and social media content. Proposal Writing:

A strong track record of writing successful proposals for EC-funded programs, particularly regarding Impact and Communication measures

Domain Knowledge: Background in

ICT (Computing) ,

Sustainability , or

Social Sciences

with a focus on technology policy. Experience in

Innovation Management

is a strong advantage.

Soft Skills: Excellent written and spoken communication skills in English (C1/C2 level). Facilitation Skills: Ability to moderate discussions and negotiate with international partners. Exceptional organizational skills with an eye for detail.

Education: PhD or MSc

in ICT, Sustainability, Political Science, Social Sciences, or a related domain.

Personal Characteristics A natural networker who enjoys connecting people and ideas. Fresh thinking and innovation-friendly spirit. Able to perform in multi-cultural environments and deliver results in a demanding, fast-paced environment. Self-driven, responsible, and able to take ownership of duties.Ability to travel (~5-6 times per year)– mostly in Europe.
