The NATO Communication and Information Agency (NCIA) is responsible for providing secure and effective communications and information technology (IT) services to NATO's member countries and its partners. The agency was established in 2012 and is headquartered in Brussels, Belgium.
The NCIA provides a wide range of services, including:
Cyber Security: The NCIA provides advanced cybersecurity solutions to protect NATO's communication networks and information systems against cyber threats.
Command and Control Systems: The NCIA develops and maintains the systems used by NATO's military commanders to plan and execute operations.
Satellite Communications: The NCIA provides satellite communications services to enable secure and reliable communications between NATO forces.

The program
Assistance and Advisory Service (AAS)
The NATO Communications and Information Agency (NCI Agency) is NATO’s principal C3 capability deliverer and CIS service provider. It provides, maintains and defends the NATO enterprise-wide information technology infrastructure to enable Allies to consult together under Article IV, and, when required, stand together in the face of attack under Article V.
To provide these critical services, in the modern evolving dynamic environment the NCI Agency needs to build and maintain high performance-engaged workforce. The NCI Agency workforce strategically consists of three major categorise's: NATO International Civilians (NIC)'s, Military (Mil), and Interim Workforce Consultants (IWC)'s. The IWCs are a critical part of the overall NCI Agency workforce and make up approximately 15 percent of the total workforce.
Role Background
The NATO Information and Communication Agency (NCI Agency) located in The Hague, The Netherlands, is currently involved in the development of new capabilities for NATO as well as in the support of existing capabilities. In the light of these activities, the JISR Centre is looking for ONE software engineer who can do maintenance on different operational services. More specifically, the work will support the full maintenance cycle of several capabilities build on the same application framework (e.g. AOSS, HMART, LEP, NABIS and Release Server).
Role Duties and Responsibilities
The scope of the assignment will be to perform maintenance activities (3rd level) on JISR application services that are built on top of the same application framework. HMART SD, HMART OM, NABIS, AOSS and NATO Release Server are examples of these application services. Maintenance in the broadest sense of the word covering the full software maintenance life-cycle, including coding, testing and documentation are an integral part of the work.
The maintenance work shall be carried out accessing the engineering/test facilities in the NCI Agency laboratories. These facilities consists of all necessary platforms, servers, web servers, etc. to support the full software maintenance life-cycle. The contractor shall perform maintenance tasks using the NATO Software Factory (NSF) environment. The work will be executed mainly at the NCI Agency facilities in The Hague, The Netherlands. In coordination with the responsible Service Delivery Manager, part of the work can be performed from home.
Travel to other locations will only be required in exceptional situations.
They will be part of a team and will work using an Agile and iterative approach using multiple sprints. Each sprint is planned for a rough duration of 4 weeks with an average 38 hours per week.
The content and scope of each sprint will be agreed in writing with the Service Delivery Manager during the sprint-planning meeting. All of the defined deliverables are briefings, reports, designs or specifications with a well-defined NCI Agency-specified format.
All deliverables are to be peer reviewed within the deliverable cycle. Input and guidance will be provided by NCI Agency in written from or/and during the targeted review meetings.
Essential Skills and Experience
Must demonstrate expert knowledge of C#, JavaScript, rich web applications and ASP.NET;
Must demonstrate expert level knowledge of Microsoft .NET Core;
Must demonstrate expertise in creating and configuring web solutions;
Must have recent experience (within the past 5 years) in User Experience (UX) design in C# and JavaScript, leveraging the latest technologies;
Must have experience in working with relational databases, e.g. MS SQL Server;
Must have experience in using source control systems (GitHub);
Must have experience in using continuous integration solutions Microsoft DevOps (Azure DevOps Services);
Must be proficient in XML, including creating, parsing and manipulating XML documents. In depth knowledge of XML Schema, DTD, XPath, XSLT, namespaces and related technologies is required;
Must have very good spoken and written English communication and presentation skills, as demonstrated by recent experience (within the past 5 years) in programming for web applications;
Must have recent experience in JavaScript development (within the past 5 years), as demonstrated by the successful deployment of JavaScript based solutions– customer references / URLs shall be provided upon request;
Must demonstrate the ability and self-motivation to work on his/her own but must also work well within groups as part of a team;
Must demonstrate an ability and keen sense for problem-solving.
Desirable Skills and Experience
Experience with document-oriented databases, preferably ElasticSearch
Experience with working with Ext JS (Sencha)– building rich data driven web applications
Knowledge of biometric systems and technologies, preferably Neurotechnology MegaMatcher ABIS
