HSE Lead | Life Sciences / Pharmaceutical Construction

ENG Bauen is supporting the delivery of a major pharmaceutical manufacturing programme in the Netherlands, forming part of a significant European investment in advanced biopharmaceutical and injectable production capacity. The project will deliver a highly automated, GMP-compliant facility incorporating complex process systems, cleanroom environments, and large-scale utility infrastructure within a complex live construction environment.
We are seeking an experienced HSE Lead to support site-wide safety leadership across a major life sciences construction programme currently progressing through active construction and installation phases. Operating within a multidisciplinary EPCM environment, this role will take ownership of driving HSE performance, contractor engagement, and safe execution standards across all site activities.
You will act as a visible safety leader on site, ensuring construction activities are executed in line with project HSE procedures, regulatory requirements, and best practice construction safety standards. This is a high-impact role requiring strong field presence, proactive engagement with contractors and supervision teams, and the ability to maintain a positive safety culture within a fast-paced industrial construction setting.
Key Responsibilities Lead HSE activities across active construction and installation areas on site. Drive contractor engagement and ensure compliance with project safety procedures and site standards. Conduct site inspections, audits, safety walks, and behavioural safety observations. Support risk assessments, method statement reviews, and permit-to-work activities.Interface closely with Construction, QA/QC, Commissioning, and Project Management teams. Monitor HSE performance metrics and support incident investigation and corrective action processes. Promote strong safety culture and proactive hazard identification across all work fronts. Ensure compliance with local regulations, project governance, and client HSE expectations.
Qualifications&Experience Experience in HSE leadership roles within large industrial, pharmaceutical, life sciences, or construction projects. Strong understanding of construction safety management systems and site execution risk controls. Experience working within EPC or EPCM project environments. Ability to engage effectively with contractors, supervisors, and multidisciplinary site teams.Strong knowledge of permit-to-work systems, risk assessment processes, and incident management. Pharmaceutical or GMP construction experience preferred but not essential. Relevant HSE certifications or qualifications preferred.
