Overview IBTCI is seeking a Procurement Expert for the World Bank Lebanon Emergency Assistance Project (LEAP) Third Party Monitoring Agent (TPMA) Project to provide procurement expertise for a team conducting third‑party monitoring of LEAP activities in Lebanon. LEAP is designed to address the urgent repair and reconstruction of damaged critical public infrastructure and public lifeline services and the sustainable management of rubble. As a high‑risk operation, LEAP includes supplemental arrangements, such as third‑party monitoring and enhanced supervision with regular audits, to mitigate risks and support Lebanon's commitment to a sustainable recovery and reconstruction process, as well as transparency, consultation, and open access to information as foundations of a renewed social contract.
This position is contingent upon award.
Responsibilities The Procurement Expert will ensure that procurements comply with World Bank regulations, focusing on transparency, fairness, and fiduciary integrity. They verify tender processes, scrutinize contract documents, identify risks, and monitor contractor performance to ensure funds are used for their intended purpose. The TPMA will be responsible for reviewing, verifying, and reporting on compliance of project activities with the World Bank’s operational, fiduciary, environmental and social framework. This includes reviewing and verifying — through site visits, satellite imagery, surveys, and review of relevant project documents — the delivery of all activities and eligibility of expenditures according to the terms of referenceand contracts signed; ensuring compliance with the project operational manual; verifying outputs from contracts under the project, such as the volume of rubble recycled/disposed of, completion of repairs, and delivery/installation of equipment; and tracking intermediate results and collecting feedback from stakeholders, including end beneficiaries. This is a three‑year contract with a level of effort estimated at 250 days.
Required Knowledge, Skills and Abilities
Ability to effectively interact with clients and stakeholders
Tools like STEP (Systematic Tracking of Exchanges in Procurement) to track procurement progress, prepare reports, and provide recommendations on contract management
Excellent communication and writing skills
At least five (5) years’ experience in formulation and review of tender documents (Works, goods, etc.) and Requests for Proposals for Consultancy Services (Time based and Lump‑Sum)
Previous experience in operations with multinationals and international organizations
Demonstrated understanding of World Bank procurement
Experience identifying potential risks of fraud, corruption, or inefficiency in the procurement process
Experience monitoring and verifying that physical works, goods, and services delivered in the field match specifications and quantities in the contracts
Experience managing complex activities and interfacing with various stakeholders
Fluency in English required
Preferred Experience
Fluency in Arabic and/or French
Previous experience working on restoration of heavily damaged critical public infrastructure and public lifeline services, their repair and provision of alternative service delivery mechanisms
Prior experience with the World Bank or other IFI‑financed projects
Previous experience working in Lebanon
Education Bachelor’s degree in Engineering, Business or equivalent
Working Environment Work is typically performed in an office environment, with some time spent in the field.
Supervisory Responsibility This position has supervisory responsibilities of a team of individuals and subcontractors.
Physical Requirements This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Travel International travel may be required.
