Projectleider HR 21 We are looking for a senior HR Project Leader for the implementation and further development of HR21, the functional evaluation system for municipalities.

Overview HR21 is the functional assessment system of VNG for the municipal sector. More than 300 organisations use it. The system serves as a common benchmark for job descriptions and evaluations, helps organisations become agile, and offers employees optimal career development.

Responsibilities

Ensure careful completion of concept views and final decision making on job evaluations.

Lead the development of compensation policy and clear frameworks for strategic and senior roles.

Strengthen the labour market position for scarce functions.

Organise an experience year HR21 (2026) for monitoring, evaluation and adjustment.

Secure the structural embedding of job evaluation, governance, mandate and processes.

Guide managers to apply HR21 competently during interview cycles, focusing on results and development.

Maintain clear governance, integral planning and control within a set financial framework.

Qualifications

Senior experience as HR manager.

Demonstrated experience implementing HR21 within an organisation.

Experience in organisational development and change management.

Certified in HR21.

Experience in developing job evaluation and reward policy.

Strong project leadership, connective and organisational sensitivity.
